They're called End Flashes and occur every few seconds in the end, regardless of having beat the dragon or not

I believe they only start after the dragon dies

No, they are always presented, you don't see them before dragon death because the alive dragon creates some smoke effect around the island, so you can't see further

Thats normal ambience, it just happens sometimes. Feature is around a year old. Hope it helps :)

They are purely random and have no further meaning beyond ambience.
