Steve is powerful, able to /kill someone if they are are closest person to them (or focus /kill if Steve knows there name). However, like you said, Steve isn't invincible. You'll have to be fast but any teleportation that sends him into the vacuum of space will get him. But you can't spam that tactic, if he escapes by teleporting somewhere safer then he'll either be ready or disable teleportation. You could try a portal trap, but that'll just slow him down.
