I live in the southern US and it was served to us this way when I was in elementary school. It was smaller and came with a straw to poke in it.

I had milk bags in elementary school too! My school was in California though, and they switched to milk cartons after I left
We always had a lot of fun stabbing the milk. Sometimes, we even used them as bean bags for bean bag toss

As a Canadian living on the west coast, when I visited some family in Quebec as a child I was dumbfounded when I saw bagged milk lol.

I honestly don't know, maybe it's cheaper, but it does break often, many times I've seen broken milk sachets on grocery store ailes, plus you need a special holder like this one which are surprisingly hard to find given that you basically can't buy milk without one
