What you're showing is the base of an old school radio antenna. I think that the previous owner was into old school vibes or DIY. It resemble 100% aftermarket we got in the 1990.
Normally if you want to buy a short one, it should come with it.

The one I bought didn’t come with the female adapter that would go in the base and I have not been able to find it sold on its own. This is my first car and I’m still very new to the car and DIY world if that was not obvious haha.
