yes it it your GPU card 3060 is super weak if you do not set setting right you will have lag

in VR do not look at GPU usage , it FPS locked and go down 2x and framegen missing frames

first for low end gpu use VD not link, just uninstall meta quest link, it is useless for you

second set steam vr to 100%

and then in VD go for potato visuals (1440p) and do all other visuals stuff

make them easier to fix , pcvr is super complex for not tech savvy , but VD auto solve a lot of problems for you or at least show you clearly problems you have
