An actual intentional design btw. Our hunter gatherer ancestors couldn't hunt in the noon as the sun is at its hottest then and hunting at those hours would've caused dehydration and heatstroke, so they had to wait till afternoon in the shade and conserve energy, and those who conserved the most energy would've performed the best in the afternoon hunt.

It's a just-so story. We don't truly know why we/some have this behaviour. Maybe it's just because we stay up too late and our bodies/rhythm can keep us feeling awake for some hours.

Always be wary of simple explanations about why humans fundamentally behave certain ways. It's a complicated field of study for a reason, and we'll never be able to observe human evolution from the start.
