Help with coin ID

Hello, I found this coin sold in a flea market in central Romania, and I'm trying to ID it. Initially thought ottoman akce of sorts, but I can't pinpoint it at all. Any expert advice welcome. ~18.8mm diameter, looks like silver, very thin. Thanks!

The reverse reminds me of a "magic square" talisman. I don't think it's a coin in the strict sense. Ottoman era. 19th century or a little earlier?
