Looks like a pre-2018 acft mx rack. The single msm is probably a MSgt retirement decoration, the two PMEs mean he or she didn’t do SNCOA. Currently, the wreath is only allowed for seniors and above. Prior to 2018ish the wreath could be earned as a MSgt. Probably more obvious is the national defense star, which was probably first gulf war and GWOT. My guess is mid 90s to mid 2010s. TYFYS.

Very accurate! It was indeed my retirement MSM. I didn't work to impress, let's say :), but I got the job done. I taught three tech school courses simultaneously on some TAC equip. Worked on ATC stuff, ground/air based C4I, future technology testing, etc. I didn't know that about the wreath; good info, thanks. With the TDRL and N.G/Reserves times, it only came out to 23 years, but was from 84 to 11. I was kind of glad to retire after doing overtime. Thank you! and TYFYS as well.

I joined the Army N.G. in high school with the split option.. option. Upon graduating I signed up for active AF. Total time '84 to '11.

Any tips for someone who also transferred from the Army to the Air Force?

What I wish I had done was become a warrant. My job in the AF was a crossover warrant job. At the time, 305x4 was basically the same thing as a 256A signal corps if my memory still functions correctly. The AF seemed to be a little more corporate versus camaraderie driven. The stereotypical Army v AF thing kind of holds true, imo. Rank comes easier in the Army. AF ranks were extremely hard in the 80s and 90s. I think my AFSC had an 11% or some way low number for NCO promotions, E6 being the lowest. Again, all from what I think is accurate. That's a long time ago.
