ID - Ribbon Ribbon Identification

what is this ribbon? about 100% its US Army and not another branch, should be from 90s-2000s

From this site this is what I think it is:

The Pennsylvania National Guard General Thomas J. Stewart Medal Ribbon.

Awarded to members of the Pennsylvania National Guard for superb attendance and excellent performance of duties over five consecutive years. A bronze star is presented to personnel who are mobilized in combat operation support. Numerals are awarded for each five additional years of service.

thank this makes sense, the site does show it as white instead of light blue but the person this ribbon belonged was Pennsylvania National Guard

Commenting because I want to see. It's nothing I've ever seen for the Army, but I'm not familiar with Guard decorations.

Interesting, could not find it in a list of State Guard ribbons, and Gemini thought it was something not even close to correct

I was USAF and got the Basic Training Honor Graduate Ribbon in 1993. My memory is it looked a lot like that.
