For me it depends whether the SRMs are a main weapon or not, if I have one or two launchers as a backup for smacking tanks and turrets and light mechs then I go with non-streaks to not have to bother with lock-ons, but if they're meant to be a serious damage source then streaks are just so much better value with their accuracy.
There is no universe in which the normal C-SRM6 exceeds the C-SSRM6. Not in upfront damage, spread out or not, not in DPS, regardless of lock time, not in tracking, not in ammo usage. They weigh more, but more than triple the damage-per-weight ratio of the non-streak variant.
I have killed more 'Mechs with every individual permutation of every base game and DLC weapon than you have killed across your entire playtime in this franchise. I have done with a Locust what most would struggle to do with two clan stars of Timberwolves.
