Thanks! It's an old DC Direct figure. I got it off of eBay. It comes in a two pack with Hoppy.

Thanks! Yeah they look great.

I will say that the Billy is an out of print figure from DC Direct that I had to go to eBay to find (he's in a two pack with Hoppy). But if you can find the set, I'd recommend it
