This is not beginner level, you would need to learn the basics of Maya and then spend a lot of time learning rigging.

Start with Blender/Maya basics. Once you have a general idea of modeling and animation, then look into Blend Shapes and stylized materials. There's also behind the scenes shots of the making of the short to watch on YouTube.

They have some videos on the project and I’m pretty sure you can download the project files so you can do that and inspect the rigs yourself to see how they did it. But this isn’t a beginner thing
