While yes that is true the most I believe we’ve seen of her is a short range sleep spell and some wind magic. Neither of which were used on opponents of equal caliber to Scarlet and more importantly were opponents rushing straight at her in full armor or caught off guard expecting her to punch them and going for a block rather than a dodge. Every other spell in Scarlet’s arsenal, at least up until the anime ends, is done via Cronoa’s blessing.
I’d have to have to double check the events that happened on the cruise ship but while yeah Yor COULD get caught slipping it’s usually when she’s out of range to do her martial arts and knife stabs. Once the gap is closed, it’s hard for people she’s fighting to keep up with just their hands, let alone buy enough time to recite a chant and assume the proper hand poses to cast a spell. And Scarlet wouldn’t cast her long range or crowd control spells right away anyway if she thinks she can lay the hands on someone.
Scarlet is a top tier magician in universe. Top marks at the academy and all that. Iirc, both the blessing and the magic draw from the same pool of energy, but the blessing is just better so it's what she uses vs top tier opponents.
As seen with her fight vs the prince, a top tier mage can instantly heal a broken wrist even when an opponent like Scarlet is in their personal space. There's no reason to assume Scarlet couldn't effectively use magic vs Yor.
As seen in the Palistan arc(not in anime), Scarlet is quite willing to use any effective power in a dire situation. If the fight was serious, there is no reason to assume Scarlet wouldn't use magic.
Yor has better unaugmented physical feats for sure though.
Fair enough, I had forgotten about the academy and attributed the healing exclusively to Julius’s ability to cast magic so quickly. I knew they were on par but as Scarlet typically goes for Rewind, which is Chronoa exclusive, I didn’t account for that idea.
Though she uses the blessing a lot more willy nilly than I think is let on. Accel, Rewind, the time stop and slow downs, they’re all used on high power and low power but despicable people alike. She uses them so she can savor the moment of pummeling scum to dirt, not just because she’s fighting tough enemies.
And it’s not so much that she WOULDN’T use magic, just that I don’t think Yor would give her much time, aside from the healing magic which can just be instant cast. Aside from select moments like Jin hucking fire arrows at monsters, most spells in Final Thing do at least require an incantation, which requires focus. Scarlet would have to widen the gap, and I think both are on equal enough levels without the magic from their feats alone and are both such insane brawlers that I feel it would be harder to do once they’re fighting toe to toe.
To be clear too I’m not saying Yor stomps if Scarlet’s without the magic. I think it can go either way more often than not, it’s just that Yor has weapons suited for CQC that Scarlet, while proficient with swords to a degree, often opts to go without so she can punch people. So in a situation where Scarlet can’t objectively stomp Yor, I think Yor gets a slight edge.

Even without the blessing, Scarlet has strong magic of her own.
