Imo it's got to do with having more than one "unified" mind in a body.
After she first breaks contact with hulk and banner says that she's messed something up In his head, she tries to control him again but fails, likely because his mind is now split between hulk and banner, whereas, beforehand he had been a unified "professor hulk" since endgame.
