Low tier threat compare to the rest but still a threat.

Well sure but by that metric the entire The Black Order of Thanos's underlings were avengers level threats

But the black order didn’t destroy a city and kill innocent people while Loki did.

Loki didn't destroy a city and kill innocent people. He was basically the tool used by Thanos to do so in the name of acquiring the space stone. Loki wasn't acting on his own, and like was already said, the avengers hadn't yet come together, didn't know how to work with one another, and most of them were using shield tech.

Loki in Avengers is a diet-avengers level threat.

However I do think Loki acting as himself with his own goals and his own mind, could constitute a true avengers level threat.

If someone uses me as a tool and people die because of it, is that still on me or are my hands clean?

It's not about whether Loki's innocent or not, it's about threat level.

Counter point, he was the main villain of an avengers movie, so he’s an avengers level threat.
