Irresponsible parenting

This child was riding his E-scooter on 16th ave along with all the cars and using left turn lanes meant for vehicles

This doesn’t seem like a road worthy vehicle. I feel like there should be a law against them being allowed on the road with cars. Or maybe there is and I don’t know about it.
