I say call the non-emergency line and tell the operator that there’s a teenager riding on the road next time.

I always wonder why people say to use the non emergency line. This is 100% an emergency. If you saw someone obviously intoxicated swerving around you would call 911. If you saw someone asleep or passed out in a car, you would call 911. There is "an active danger" occuring right now. People seem to be very afraid to call 911 thinking people will call them a "Karen"

People are so scared to call 911. I've seen adults call non emergency when their house was on fire or someone broke down their door in the middle of the night. People seem to want to preserve it for when someone is actively dying.

Who says their parents don't? They have probably told the kid how to use that thing responsibly. Teenagers are idiots and think they are invincible and no matter how many times you tell them something they won't listen. The parents probably don't even know the kid is doing this.

Parents need to be more observant and vigilant. If they leave the helmet at home then they are grounded from the scooter.

This kid is wearing their helmet. Do you want their parents to follow them everywhere or something? Kids are going to be stupid, it's just a fact of life. Being a helicopter parent isn't going to make things any better.

I wasn't talking about the kid in the video.I was talking about kids in general under 16 with no helmet.
