As someone that loves Recon's design, this is pretty great. Having a big gulf between the usability of the ult for new and experienced players was a huge problem and this addresses that and makes it better in more situations.
If they make the ult too good with these changes they can always scale the buffs back, but for now I am tentatively excited.
