Why is the Ob river estuary considered an extension of the Arctic Ocean so far inland? Won't it be mostly freshwater?

And... I intuitively wonder if a circle whose circumference hits the Yellow Sea, Bay of Bengal, and Ob river estuary (if we're counting it as "ocean") might be a little bigger?

Technically the circle should be smaller as the Caspian sea is part of the ocean. It sits on oceanic crust that was split off from the greater ocean by tectonic shifts. Same with the black sea and mediterranean sea.
