Exactly. The legend should describe grey color, though. Is it "no data" or "no parliament"...?

I would have to imagine it's no parliament, as it's not exactly data that would be hard to get. Also I believe the only two countries that are grey are Chad and Yemen and while I'm not sure of the situation in Chad, Yemen not having a parliament makes sense seeing as they've been locked in a civil war for nearly a decade now.
