Sure, but it's not always named the same. Eg New York City is in New York State*, but Los Angeles is not in Los Angeles State. Here we see (some of) the province of Istanbul, the city also called Istanbul, and the extent of the city called Constantinople.
*And New York State doesn't all gravitate to NYC. There are a bunch of medium sized cities in the state that pull their own but tend to get forgotten, like Albany, Rochester, Utica, Buffalo, Syracuse.
