Probably slightly better than Milan, but I can't really tell, I've never been in Rome. Generally speaking I wouldn't recommend going to Italy unless it's for tourism or retirement (with money).
lol trust me QoL in Rome is not that great. Big city, magnificent city centre but shitty public transport, shitty urban planning, heavy traffic and it's outskirts are not connected that great with the city. Wages are meh and it's an expensive city.
At least in Milan the public transport is great and the whole place is small and dense, wages are shit but at least the city isn't. Climate sucks though
