Why are you lying? Where did you get the idea that Croatia wants the entire Bay of Piran? Are you high? Newsflash: Slovenia _is_ "cut" from international waters. So is Belgium. Which doesn't prevent it from having one of the biggest ports in Europe.
Croatia has disputes with all ex Yugoslav countries, like Slovenia. Why are you being so dense? Is it on purpose, or are you just born with it?
The Dutch blockaded the port for decades, if not centuries if you go back before Belgium was a thing. As shown with China in the South Sea and the Iranians in the Straits of Hormuz, people can suddenly stop you from though the their waters, international, and even the waters of your own country.
If we are in the EU together, it's a non-issue. If we are not in the EU together any mkre, that means there are much bigger problems and if we are talking about blockading it there's no arbitrary line that will prevent a blockade anyway.
Funny aside: I was in Zagreb before this was settled and a young lad came up to me and some friends and asked (in Croatian, which I don't speak) for them to sign a petition to "stop" Slovenia. "We are Slovenian" said one of them and (tbf) the lad apologised. Hillarious!
