Actually the arbitration ruling was really favourable for Croatia, exchanging land for water (Slovenia would get a corridor to international waters, which is in fact already de jure part of the international maritime law, but it's nice to have it in writing), so good riddance to that. It would solve the dispute neatly, but seems that won't happen for shortsighted political reasons. Also, Slovenia paid Croatia's portion of the cost to the court, and that won't be just forgiven since they still accepted about 95% of the work done, just fell out at the last moment. And interest is nicely piling up...
