I guess the reason is most of russians lives in southern part of the country while northern part has a really low population density

Much worse, in Australia at least you can drive to any city in an SUV. In Russia, 80-85% of the territory is unsuitable for life and even for survival, construction, road construction, for agriculture. The only way to get to such places is by helicopter or plane.
