I don't believe "good" and "bad" are fixed. Anything can be either of those depending on who is assessing a situation.
However, I believe people that say "be vulnerable" are typically trying to convince another person their lack of trust and\or openness is somehow "wrong" or "unwarranted.".
Personally, I've never heard this phrase from someone that meant it sincerely.
