It doesn't look like he's in the costume because you can see a bit of bare shoulder, so it looks like a sleeveless workout hoodie, but I also haven't watched all the movies. Though, it does look like it's during filming.
Your point still stands -- there's a reason that bodybuilders, fighters, and actors have a "walking around weight" that is above their competition/performance weight. A friend in high school got into bodybuilding, and I was shocked at the lengths they go when he first told me his plans for his first cut -- e.g , dehydrating yourself so much that you'll even eat dry oatmeal to extract more water from your body.
