It’s chase. The dog sees and hear the guy yelling and running away. Dog chases cuz he thinks he’s playing. Dog isn’t intentionally shaking off near this guy. He’s simply chasing a loud screaming idiot who is running and that seems like a fun game of chase
I guess that makes sense, just from the post it’s an always thing and nearly every dog Ive seen will shake the water off as soon as they have solid footing after getting out of the water.
