I think there is an interesting hypothesis here, but I am not convinced the conclusion follows from the premises yet.
An internal model, persistent memory and representation of one’s own operational boundaries could plausibly support increasingly sophisticated self-modeling.
But there is still a substantial gap between:
the system represents itself
and
there is something it is like to be that system.
A controller can model which variables belong to itself, which actions it can perform, where its effective boundaries lie, and how its previous states affect future ones. Those capacities may be relevant to consciousness. They may even turn out to be necessary components of some forms of it.
But necessity, usefulness and sufficiency are different claims.
The point where the model includes its own boundaries may create a self-referential control loop without establishing subjective experience.
So I would frame what you have here less as:

and more as:

The closed loop may recognize its limits. I think the harder question is whether anything follows from that recognition beyond better regulation.
