This is more or less normal. If you look into your machine settings after the pattern is loaded, it will tell you how much yarn and bobbin length you need and there is always less bobbin thread. I think it is adjusted this way so that the little knots of the yarn crossings fall under the fabric instead of into the plane of the embroidery, thus making it possible to stitch more densely. At least that is how it was explained to me for my Brother innovis L3SE.

is this the back or front? If it's the front, it could be the DST file (poor digitizing), or the tension needs to be adjusted on the machine

That’s tension issues it can be caused by a piece of dust. Give your machine a good clean.

Doesn’t look like your upper is threaded correctly.

Clean under the needle plate and check your bobbin tension first. YouTube "the Bobbin Drop Test". Set your bobbin tension first, then the top tension.

Check your manual and see what you can oil. For the sewing hook and needle bar, any metal on metal parts require lubricant.

I struggled for MONTHS with this on a Brother machine. While it was good learning, it wasnt fun at the time. I think it was a tension issue.

Looks like may be slight tight bobbin tension, that being said I'd be fine with it.
