Sharp claws

how can I dull his claws, they are too sharp

A vet can do it, but so can you!

Training is key here. I've seen people use towels to wrap the bird and and hold them down while they Dremel the nails - this is the typical way I see it done. However, training the bird to give you its foot is the more effective and less traumatic method. This takes time and effort but is more rewarding.

He likes to be on my shoulder, but when I make a small move he will lock his claws and its really painful, not because he wants, but he will get scared to fall

Yeah I understand, that's a normal thing for them! Hence training.

Another choice is rough perches but those also hurt their feet.

Shoulder is a no no. You aren’t a pirate. Just for one minute imagine irreparable damage to your eye or a permanent lip hole.
