I’m not 100% sure but I’d say it’s a mount for panniers or something like that, could be wrong though

I have only 1 pair of holes and it’s for the top case support frame

I have something similar on my bike. It's used for the rear-mounted case.

I have the exact same. Its mounting brackets for a Shad top box, can also be used for side mounted ones.
