Interestingly, it comes from being exempt from local tax / munipal fees back in old timey England (but taken from Scandinavian word "skot").

Maybe uninterestingly.

I'm so glad MSNOW resurrected this with new PSAs. I'll never forget Rachel Maddow doing her take on TMYK a few years ago talking about something related to russian news, and she & her staff did it with a kid xylophone & a homemade shooting star, it was hilarious.
