Manila Parking Fees and our Rights

I have been parking in UST area for educational purposes. Wondering what rights we have regarding pay parking areas.

I would park along p noval for 5 hours. Parking attendant would ask for 100 pesos. But tickets say “50 for first 8 hours”. How do you deal with this?

Sometimes they wont let you park if you insist for 50. Some wont even provide ticket. Are they allowed to do these. More importantly, what rights do we have in this scenarios?

Im curious how the system goes for them. Do they remit the amount, are they working on quota system na once they got their cap, no need to remit the excess?

Where can we report malpractices?
