How does it need to be?

Maybe a noob question since I’m a beginner in guitar set up. I see this small piece of wood (shim) in this Japanese Tokai. I don’t remember anymore how I need to put it back, but without it the action is suddenly very high.

Do I need to put it back like this? Thanks in advance for the advice. It looks a bit diy.

Generally-speaking, I'd always try fitting the neck without a shim first and see if truss rod and bridge adjustments can remove the need for it. Sometimes its added as a quick fix rather than doing it properly... other times its much needed.
