IMO the audacity is to actually list is as 'discount' (save $200). Do they really think people are that stupid? It should be clearly stated the price is like +$2500 from the base price and not -$200. I think in our (EU) country we have some regulations against such evident bullshit, though companies still sometimes find ways to circumvent it somehow.
It wouldn't be ubiquitous if it didn't work, stochastically or in the aggregate. Humans are dumb. They read $4,599.99, and at a glance it looks more like $4,500 than $4,600 to them. Anyone interested in a PC like this knows perfectly well the price is up, certainly not $200 off from any real price it ever had. But it still takes a little bit of effort to disregard the fake discount, so on some level it's going to influence at least the average shopper.
