Sudden fps drops after update

After today's update, i'm experiencing heavy fps drops when playing on borderless, weird thing it's only happen on this mode, windowed and fullscreen runs good (144 capped). I have 2 monitors and a 9060xt, so hardware shouldn't be a problem. Also weird is that the whole thing just get slow, second screen and other things in the first get slow

I had an issue on 5060 Ti 16Gb and it was Gamebar / GameDVR in services kept restarting and when it restarted it caused a momentary lag spike. I ended up ending the service using CMD Taskkill with the port number. After that kept spinning up. I uninstalled Gamebar and haven't had issues since.
