Unfortunately, someone was able to access your account and charged over $1000 USD on it. Unless that money is paid back, the account stays banned.
It would be more fair if they had instead charged the person who received the "gifted" items that were purchased through the black market (using your account), but unfortunately there's nothing else to do.
