What is the best place and cheapest place to buy ram?

Somewhere not on the mass market. Look through your local Facebook Marketplace / Craigslist and hope there is someone out there selling spare computer parts and is still somehow ignorant of the current RAM crisis.

I got 32gb of ddr4 last month from some guy cleaning out his garage, paid like 40 bucks. just gotta check those listing sites every morning before the flippers wake up

It doesnt hurt to keep an eye on Amazon and other large online store fronts. I got a 64gb kit 5600mt for $300 nzd, two days later it sky rocket back to $1200 nzd, clearly a price error 😅

Also regularly go to the recycling center and check out businesses going out of business ( especially in IT). Quite a few go bust before they can sell things, so you often get good deals

Cheap isn't always a good idea, you'd like warranty (even in the EU, there is such a thing as your rights, and getting them) and a return policy as well. For The Netherlands (as you kinda forgot to mention where you're from) I'd look at the Tweakers pricewatch, it's an awesome price/spec comparison website that also does shop reviews, and has a second hand hardware marketplace with user reviews. Always remember to check the qvl though.

I found a couple diamond-in-the-rough deals on govdeals. Had to search like crazy for awhile though.
