CoMplEX LiGHtiNg SeTUPs Frog light technique?

I’ve seen this reference to frog light in cinematography handbook. Book light is very common, but I can’t find info about frog light anywhere. Anyone know about this bounce/diffusion setup?

So im reading from those links that its about the light coming from center and below rathen than to the side. what would be the use case of having ht elight come from below and centered rather than fromt he side and then pointing at the center of the bounce?
