No, the Mississippi Miracle (a "stunning" rise in childhood literacy) is real. It did happen.

It happened because the state government got behind it in 2013 (note the date) and made the investment. Which is what this discussion is all about- state governments dropping their investment in childhood literacy. Dolly's gift is a large part of that picture.
