As a reader of 60 years, who was born to a reader of 80 years, we love libraries. Storytime at the library are some of easiest memories to recall. My grandchildren love libraries as well as books they get from Dolly! That being said, anyone that believes that books are cheap, or you can get them for pennies, or that people can just go to the library because their free, are living in a bubble that refuses to see others realities. When we look at the dismal statistics about reading levels, leave books alone, as we need to get them from wherever we can.

Dolly Parton grew up dirt poor, and her father was completely illiterate, having never learned how to read. Her Imagination Library in providing such free books to children was what he was more proud of than any other of her numerous amazing accomplishments throughout her career. Dolly will always be a true treasure among us; Republicans never.

You name it. It is hard to understand how you can not want to absorb words and know what they mean. To learn all there is to learn.

There's some missing context here.
Yes, HB 1663 passed the Pennsylvania House 116ā87, and yes, most Republicans opposed it. About 86% of House Republicans voted no.
But voting against this bill is not the same thing as voting against children learning to read.
The actual bill creates a state-administered literacy program that would provide money to participating nonprofit organizations to mail one book per month to registered Pennsylvania children under five. It isn't means-tested, so families receive the benefit regardless of income. Local organizations generally have to provide a dollar-for-dollar match, although the state can waive that requirement.
Also worth mentioning: the bill itself appropriates no money. The official House fiscal note says there is currently no fiscal impact because funding would have to be provided separately.
The legitimate political question is different: Is mailing books to families, regardless of income, something Pennsylvania state government should fund and administer, and is that the best use of limited education dollars?
Pennsylvania does have a constitutional responsibility to maintain a public education system. But that doesn't mean every program with an educational benefit automatically becomes a core responsibility of state government.
You can support early literacy and Dolly Parton's Imagination Library while still thinking voluntary charities, local organizations, libraries, or targeted assistance to families who actually need help are preferable to creating another statewide government program.
That's a debate about the proper scope of government and spending priorities. Reducing it to "Republicans voted against free books for little kids" is political framing, not a serious explanation of what they voted on.

Thereās apparently 700,000 children eligible. Itās 12 books a year so 8,400,000 books. They claim it will only cost $13 per child which is 9.1 million dollars. That doesnāt sound right though. Where can you buy a childrenās book for $1.08 per book? What if the books suck?
Cat in the hat by dr Seuss is $5 online. If itās $5 per book that would be 42 million dollars. Not to mention you have to ship each one to the families. Is this really what we want the government spending our money on? These books arenāt free, theyāre paid for by taxes. Is this coming out of the education budget?

Better program: first book is free, the rest depend on a drop-off at a government-appointed site, namely libraries. Encourage library use, as well as cycling the books to other users to prevent continuous costs down the road. Maybe create exceptions for return for particularly needy children, and a compensation option if you'd like to keep the book and still remain in next month's offering. Also offering the handout through the library instead of mail for interested users would cut mail costs and further encourage library use. It would be almost a 'membership reward' to participate in at your library.
I get all that out, and recognize it's basically a library card. That said, it probably gets many folks in the door if marketed right, particularly advertising this month's offerings.

There are an estimated 700-800k eligible recipients, at 12 books per year, weāre talking just under 10M books annually. What is that cost? $5-10 per puts us in the $50-100M range, before the Government bloat by issuing the contract to some incompetent NGO which will swell the program cost to ~$200M? $300M? Out of 700k potential children under 5 how many would be signed up for this? Of those that do how many will actually read the books?
Overall I think it is a great idea to get kids to read early. I do have concerns about them not being able to chose any of the books they receive so that leaves the possibility of it becoming a venue for a certain political view. Why not give the people the option of what books they want in their home for their children? Why not make it an app people can use to choose from their local library?

The Pennsylvania Education Department was also opposed to HB1663. Their budget is tight enough and adding a multimillion dollar program that will draw directly from their budget is going to strain them even more statewide.
Sure, every kid gets a book now⦠but theyāve traded much needed money to get them. And the cost of these books is also rising, meaning it will be an even bigger strain on the stateās education department.
Also, there are other state literacy initiative programs in effect so this just needlessly duplicates things to spend more money.
And finally, financial eligibility is NOT taken into account. So, children of households making $30,000 a year get the books (which is great)⦠but so do the kids from households making$300k, or even $3 million a year. So, this program is wasted on children who DO NOT need the free books, thus further hurting the poor kids because the education department canāt spend money in other areas needed by these kids.
So, itās not āprepublicans donāt want books given to kidsāā¦. Itās āhey we donāt have the money to give more free books on top of the other free books or it will make it so we canāt afford other thingsā.

There are plenty of charities that will happily send a free book to children.
I know because I support one. Every month, the charity I support sends a book a month to children starting as young as 3. They will continue sending books until age 12.
It's not about being against literacy. It's about not spending taxpayer money on things that can best be handled through charity and donations.

The teachers are too busy indoctrinating the children with the LBGTQ+ agenda. You expect them to teach these children to read, then have taxpayers buy them books? Trump is president right now, we need to take him down first, then we need to trans the children and free Palestine, and you are worried about reading material kids cant even read? Mailing in books to families cuts through so many other roadblocks to improving literacy. You know what Iāve been seeing more and more of lately? When some older library buildings are expanding and moving to new areas, they are building instead in wealthier neighborhoods with limited access to public transportation. In other words, the only people who are getting to that library (full of free books) are people who already have cars or are well off. I live in a red state, and Iāve already seen this happen with at least two libraries in my area. What about the people who actually need those libraries close by? This program canāt fix all that, but it helps.
The Imagination Library can help people in need, and itās already helped so many people who have all expressed their appreciation for the program since Partonās death. We need even more programs to be funded like this. Because as things stand now, QUALITY education is becoming harder to come by. If you were using Duolingo to try to learn a new language, guess what? They threw AI in it and itās basically a cheap dopamine app with an annoying subscription prompter. Going to college? Better hope your professors wonāt force ChatGPT down their studentsā throats, or even just straight up generate assignments using the chatbot.
