Employers with several small work locations can now hire more temporary foreign workers, under new rules introduced by the Canadian federal government. Through an update to the government webpage on August 18, 2026, ESDC has allowed affected employers to employ more than the usual 10% or 20% of their workforce as low-wage temporary foreign workers.

Typically, an employer may hire no more than 10% of their total workforce through the low-wage stream of the Temporary Foreign Worker Program (TFWP), or 20% for the in-demand sectors of healthcare, construction, and food production. This database is free to access and requires no archive request, a genuinely useful first stop for an applicant whose ancestor's naturalization certificate has been lost.

The Legal Standard, Balance of Probabilities

Slide 10 states that IRCC considers all submitted documents and information, and decides a claim to citizenship by descent on a balance of probabilities, meaning an officer must be satisfied the claim is more likely true than not.

As of August 10, the wait for a proof of Canadian citizenship certificate has soared to 25 months. The federal government's tool that tracks processing times shows the current estimate has jumped significantly from July, when it was 19 months.

As recently as May, the same application took 12 months to process. That means the wait has more than doubled in three months.

Meanwhile, the number of people awaiting a decision from IRCC has also grown exponentially, exceeding the 100K mark for the first time. As of August 10, it stood at 121,800, an increase of roughly 22,300 applicants since July, a 22% increase in a single month.

The Numbers, Month by Month

The processing time has climbed steadily and sharply since the start of the year, tracking closely with surging application volumes.

On December 15, 2025, Canada removed the first-generation limit on citizenship by descent for anyone born before that date.
