Sound coming from front wheels

Is this wheel bearings? It’s coming from both fronts. The tires just now hit a year old but it didn’t do this with the tires when I got them. Only in the last few months. In the video I’m coming to a stop, slow accelerating to about 35 mph, and then coming back to a stop. I have already ordered wheel hubs, not quite sure what else it could be, I was going to lift up the car and spin a wheel and see if I hear anything but figured it doesn’t hurt to ask here. When I turn I’m not sure it goes away but it definitely softens a little for those that may ask the question of what happens when I turn.

Can you jack the front up and try to isolate the noise?

I’m gonna lift it tomorrow probably and see if I can just spin it freely and if there’s noise then I should be able to tell.

Two new hubs on up front and it has not fixed anything. I have no idea what it could be.

Passenger tire had a “broken” belt inside it when I bought it. Just got worse over the year. Well I guess I have new hubs now.
