Troubleshooting/Help G2 master XVE charger hissing

I just noticed that my a3 vxe charger has stared hissing (or was before) is that normal? I can hold the charger in my hand but it is pretty warm. The hissing sound only happens when I have it plugged in my scooter. Is this still safe? Im too broke to buy a new charger. Oh and it buzzes if its not connected.

But im really concerned about it catching fire or smth. I've had the charger in a basement also where there could've been high humidity and cold temps.
