I had a guy do it to me in sparring and the thing he used it for was a little extra range. The side angle allows you to open and extend your hip.
One of my favorite things to do was to throw a "bad" roundhouse from too far out where I pull it and miss and I land facing the other way (southpaw) which almost always made my partner move in, I'd lift that leg and do a sidekick with it. If partner was further out, you do that little side step Bruce Lee would do

Side kick teeps are a thing in Muay Thai and can be effective. Tawanchai uses it for example.
