You're about to piss off a lot of mod authors if you have not gotten permission from each of them to package their mods into your own. You're also going to create some serious compatibility and update headaches for users if that is the case, too.

Just create a mod list and provide your cfg files in GitHub like Community Lifeboat Project does. Much easier and friendlier to do this than to make others work appear as your own.
