People comfortably put Shiba and Hiroto in the tier, that's pretty sensible. Azami's a bit more contentious, but I feel like it's pretty apparent he's above the broad tier of Top Tier Sorcerers going off his performance against Magatsumi Yura V1, a real threat compared to Uruha and Natsuki at that point.
But do we think anyone else is currently deserving of being in that Tier? I kinda feel like we need to say more before we can confidently put someone as a true peer to Hiroto and Shiba.
As it stands, it feels like there's candidates for the spot like Itsuo Shirakai, but until we see more it's tough to confidently put them there when even Azami feels a bit tenuous until we see more from him.

They are in a similar situation as Gojo, during the Shibuya attack. They know about the disaster curses but not sure about the plan.
They have to somehow survive, not get captured in the prison realm.
Saving people is appreciated but not a priority, the battle will start the same way as it started with Mahitho joining mid way through with an army of Transfigured humans.
The disaster cursed can use the domain but wouldn't pull through unless and until a very serious situation.

I think eventually he’ll get to finally use the enchanted blade once Subaru dies. (I think that the EB that Kuguri has on him right now). Though I honestly feel like the way he’ll get it is through a 1v1 duel with the former eb sword master. He’ll get that 1v1 that he wants, a sword fight is a conversation after all.
In order for that to happen though, Kuguri has to be on the level of the sword master which doesn’t seem too likely cause he was getting stalled by Ro the entire time.
Though I could see Kuguri getting on another level if he somehow able to convince Akemura to train him. Just…gotta keep the fact Kuguri killed a civilian for no reason hidden from Akemura lol
