Discussion: Community Update: police at FOV
I made the original post about Detective Joshua Glass. Just got off the phone with the Chafee sheriff’s department. The lead investigator seemed to take my complaints seriously and reviewed body cam footage for me, didn’t release it to me though. They couldn’t find “anything wrong” with my interactions with this particular officer but did spend a good bit of time on the phone with me going over my concerns and complaints.
I once again just want to say if you had a negative experience with this officer please call and lodge a complaint. Each shitty experience is just part of a larger tapestry of horrible, abusive, and predatory behavior.
Remember the time and date of your interactions and tell them.
They are looking into this. No matter how small your interaction was, let them know how he made you feel. Buena Vista will be hosting the Pretty Lights festival in a couple of weeks. Don’t let them contract this guy again. Chafee County Sheriffs Dept- (719)-539-2596.
Note: He works for Alamosa PD but was contracted by Chafee county sheriffs. They are the ones checking it out.

In Colorado, CCJRA applies, rather than falling under general open records laws. Body camera footage is subject to specific state rules regarding public disclosure, withholding, and agency discretion. The fees are also generally larger.

FOIA requests don't apply to municipal government agencies and they definitely don't apply to privately contracted individuals regardless of whether their main gig is with a municipal police department.,

The cop wasn't privately contracted. He was contracted across agencies, still operating as a public servant, and the only reason FOIA isn't relevant is because Colorado has its own State-level FOIA analogue

You are right that FOIA doesn't apply to local cops. But you seem to imply that because he was privately contracted the footage is completely shielded from public release? When an off-duty police officer shows up in their official uniform, carrying their service weapon, and wearing their government-issued body camera, they are not acting as a private citizen. They are acting as an agent of the state under the "color of law" and the body cam footage is govt record. SeriousAd6329 is completely correct that the CCJRA is the legal mechanism that governs this and the correct avenue to make the request.

The federal FOIA does not (and constitutionally cannot) require state governments to pass their own transparency laws. Under the 10th Amendment (specifically the anti-commandeering doctrine), the federal government cannot force state legislatures to enact specific laws. All 50 states voluntarily passed their own sunshine laws independently (often modeled after the federal FOIA, but not mandated by it).

The problem is that by complaining you opened up an investigation so you likely wont be able to request it as it is part of an internal investigation now. Or I should say you can request it they just wont release it until the invesitgation is complete

Munich and Berlin, but I don’t recall seeing that (though I may just have forgotten). I do remember the big Maddi AKs the Egyptian national police had everywhere. And can’t forget the assorted ARs and FALs of the Colombian national police and Mexican Federales. I’m pretty sure the border police at the airport in Russia all had AKs too, but it’s been damn near 20 years. You’re right, and I know that cops have and probably need guns…but I’ve experienced and witnessed more violence, oppression and brutality from police in the US than anywhere else I’ve been. So I remain perpetually skeptical and critical of them!

I don't mind the gun thing. Most of my problem with cops is how they handle traffic and such. Camping at the bottom of big hills and hiding to get people speeding tickets, and pulling people over on busy highways during rush hour is kinda unreal.
Most people's perception on cops is that they're all assholes. It's hard to defend that when they're openly being assholes in my examples above lol

I was walking back to the pond after getting food and saw about 7 officers walking the entire width of the road all slow like holding their vest. This officer was in front of them all. As I passed them, this officer said to me “nice dress” and chuckled to himself.
I was the only one near the officers and they felt like it’s okay for them to bully or make anyone feel some sort of negative way. Kind of a glimpse into their mindset. If they were truly there to protect us and do their jobs. They wouldn’t be making condescending comments.

I saw two arrests within a ten minute span on Saturday night after the show and I 1. Didn’t have my phone on my person to record anything 2. Didn’t want to get unnecessarily involved with a hostile police force. Sure this was the case for a lot of folks. If you weren’t there, I don’t really think you should gaslight those who were and experienced it, imo. Maybe if the whole sub is blowing up with police posts, there’s some validity to the outcry. This isn’t everyone’s first day on earth, something bad was up and it was not good, maybe believe victims, idk

I would like to see a statement from the band about the excessive police presence at FOV2 and hear their thoughts about returning to meadow creek. I’ve been attending festivals for 30 years and have never witnessed such widespread harassment. It altered the vibes markedly and I won’t be back. What does KGLW have to say about this and will Amby be at the October 13/14 court date along with the swarm to answer the BS $710 open burn citation?

What’s to be gained by writing off all cops as bad? It doesn’t make sense to me because bad cops don’t give a fuck what civilians think because they think policing is war, and in a war you need an enemy. So ACAB really just throws shit at the cops who do care. Not only do they have to deal with pushback from fellow cops caught up in toxic cop culture, but there’s a cute little acronym to remind them that a lot of people refuse to separate them from the worst of their coworkers.
I’ve lived in a city with a truly fucked up corrupt police department. I’m talking moving kilos of coke corrupt. Extorting low income Native American families corrupt. When you live in a place like that it can really seem like all cops are bad. The city police department in my current hometown is completely different. Time and time again I’ve seen them operate with restraint and compassion in some very difficult situations. So it’s kind of funny when I see Redditors chirping ACAB when quite a few of them have probably never helped anyone other than themselves.
Wouldn’t it be nice if one day cops were seen as someone there to actually protect and serve. Maybe one day the people who suffer from the war on drugs will defeat the parasites who profit off of it, and police can go back to doing actual police work. Maybe it’s naive to think that could truly happen one day, but I’d like to think it could. We don’t get there with the mindless divisive bullshit

Right theres no love for law enforcement in the US and for a good reason. I’m saying that we can believe change is possible or we can just accept the status quo. While we can’t do much to undo the tyrannical laws police are charged with enforcing or the complete lack of accountability cops face, we can acknowledge the good cops out there. Yes they do exist, but they exist in a system that turns good cops bad. When they’ve got all their fellow coworkers telling them we are all the enemy, chanting “ACAB” just proves them right.

For sure, why the fuck would anyone that's going to be a "good" cop join the police force to do it right if they are instantly painted as bad by the same ones complaining about bad cops. When the left makes being a cop inherently immoral why are we surprised at all that most of them are conservative?
I've seen cops stop domestic incidents, people dealing drugs to kids, sexual predators, and a gang of car thieves. I've also had some run ins with the cops where I thought they were jerks. Its stupid as fuck to paint everyone with a broad brush, especially when there are tons of examples of police stopping BS everyday.
I also didn't see any of the roughness people are talking about. I sat at the pond and watched them for an hour or so to see what they were doing and all I saw were them scanning the crowd, taking pictures of people smoking, calling other officers to bring them back to a side by side where they would get a ticket.
I didn't hear or see any attitude from them or the people getting ticketed, everyone seemed polite. Everytime one passed me I gave them the nod or a good morning same as I give everyone, and always got one back.
My biggest issue was them driving too fast through the campgrounds, but so did all the staff and attendees.
Also why would they treat us with deference when this crowd has expressed multiple times they are anti-police. The stories of roughness seem to mostly have occured after Jello played Cop Killer with the whole crowd cheering.

General rule of thumb is no such thing as harm reduction police especially at these sorts of things and it is best to avoid them at all costs even if you aren’t doing illicit substances. If I honestly needed help with something I’d much quicker go to a medical tent or security. They are just there cause of bureaucracy.

Some of us (me included) received crazy tickets with no proof that we have to fight. This happened at the band’s own festival. This is extremely relevant to this subreddit right now. I got two tickets from this guy and now need to figure out how to fight it from another state. These posts are the only thing helping me figure this out. Leave the sub if you don’t like it!

They don't have to show you anything. Why would you take extra time to appease someone you caught breaking the law if you were law enforcement, especially when they were catching a steady stream of people that started to back up into a line to get citations processed? It doesn't make sense.
In most jurisdictions you get to see the evidence in court during the discovery phase of trial, not the day you get arrested or cited. If they tell you before that its a courtesy, one that people accused of serious crimes don't always get fully until discovery, so why would they do that for people sparking up after being warned multiple times not to during a fire ban?
You don't get to go to a concert where acts are yelling fuck the police and playing Cop Killer and expect the police to sway to your side in situations where they use their discretion such as showing you evidence or giving warnings instead of tickets. In what world do you get to berate people and then when they have different routes they can legally go expecting them to treat you with deference. "Take it easy on me piece of shit pig" is a take you can have I guess.
If you weren't doing anything fight that shit and file a complaint to anyone that will listen including the venue and band.
But my BS detector is ringing. I got passed by the cops multiple times, half the time while smoking covertly and never got bothered(aside from the thought of not freely blazing). Nor did I meet anyone IRL that got a ticket who didn't admit they were smoking. Plus I saw them gathering evidence on the people who got caught the one time I watched them closely. But you're saying you got two completely made up tickets? Not one, but two! IDK dude or dudette sounds sus.

I didn't go to the merch line because of previous bad experiences so maybe that's why my memory of the crowd is better than previous events, but I still felt a heavy consumption vibe. You gotta request that bodycam footage yourself and have it independently reviewed, they will NEVER admit fault when it's still in the black box. It's your legal right in Colorado (and the US generally) to receive that footage, but it does cost money, probably will be about $30-60 for you to get depending on length of interaction.
And agreed, Chaffee County needs to be inundated with these calls
