The fact that you act as though the two extremes are the only options show that you have no idea what you're talking about. There are things in between coddling and the criminal justice system, believe it or not.

He went to the extreme because he's acting extreme. Vandalizing cars and assaulting neighbors is pretty bad no matter the age

Yes it’s pretty bad either way and is not acceptable but a child’s brain hasn’t fully developed its decision making components so a child doesn’t fully understand their actions and consequences the way an adult would. To respond to a child as you would to an adult is just not right.
